Job Description

The Program Officer works under the supervision of the District Based Teams Manager to support the implementation of TB, HIV, and MNCH project activities aligned with the achievement of program milestones within the assigned district. The role involves close collaboration with District Health Offices, health facility teams, and community stakeholders to ensure activities are delivered according to approved work plans, national guidelines, and donor requirements. The Program Officer provides technical assistance, supports data quality and performance monitoring, and maintains strong coordination between the project, local government, and communities.

Key Responsibilities

Serve as team lead for the district-based team, coordinating TB/HIV and MNCH lifesaving activities.
Support integrated service delivery for TB, HIV, PrEP, and MNCH services, ensuring compliance with guidelines.
Coordinate district and facility-level planning meetings and review sessions.
Track project implementation against milestones and deliverables.
Prepare milestone completion reports and identify implementation bottlenecks.
Provide technical assistance to health facilities and organize skills-building sessions for healthcare workers.
Support quality improvement initiatives and strengthen linkage and referral systems.
Conduct routine data quality assessments using the Audit tool.
Monitor key indicators for TB, HIV, MNCH, and immunization coverage.
Prepare performance reports and maintain project records.
Maintain relationships with District Health Offices, health facility teams, and community leaders.
Participate in district coordination meetings and represent the project at health forums.
Promote local ownership and sustainability of project interventions.
Coordinate community-based TB/HIV and MCH activities.
Develop and cost district activity plans; monitor resource utilization.
Ensure compliance with financial procedures and maintain accountability for project assets.
Support internal and external audits and maintain program quality.
Perform any other duties as assigned by the supervisor.

Qualifications

Bachelor’s degree in Medicine, Nursing, Public Health, or related field.
Master’s in Public Health is an added advantage.
At least 3 years of experience with donor-funded HIV/TB programs.
Experience working with local government/districts and willingness to work upcountry.
Excellent command of data analytics and use of data for decision-making.
Excellent written, oral communication, and presentation skills.
Ability to develop activity plans and budgets.
Computer proficiency in Word, Excel, and PowerPoint.
