Job Description

The Deputy Security Manager is responsible for organizing, coordinating, and supervising all security activities associated with EACOP operational assets. Working under the direction of the Security Manager, the job holder ensures the implementation of EACOP’s Security Management Framework, compliance with applicable national legislation, Company standards, and the Voluntary Principles on Security and Human Rights (VPSHR), while maintaining close collaboration with Government Security Forces (GSF), private security providers, local authorities, and internal stakeholders.

We are currently recruiting a Deputy Security Manager – EACOP at East African Crude Oil Pipeline (EACOP) based in Uganda, with travel to EACOP operational assets and remote sites along the pipeline route to join our growing team.

The successful candidate will take ownership of day-to-day responsibilities, work closely with colleagues across departments, and contribute to the continued success of the organisation. Key Responsibilities

Monitor the security situation affecting EACOP operations and recommend mitigation measures.
Maintain situational awareness through engagement with Government Security Forces, local authorities, communities, and other relevant stakeholders.
Ensure effective protection of critical infrastructure, personnel, information, assets, and operations.
Coordinate security support for operational activities, maintenance campaigns, special projects, and shutdown activities.
Ensure all security incidents, threats, anomalies, and near misses are reported, investigated, and analyzed.
Develop corrective and preventive action plans and monitor their implementation.
Ensure lessons learned from incidents are incorporated into security processes.
Participate in the identification, assessment, and management of security risks affecting EACOP operations.
Support the development and maintenance of security plans and contingency plans.
Conduct periodic reviews of contractor performance, compliance, and effectiveness.
Support development and implementation of annual security training plans.
Ensure delivery of VPSHR awareness programs and security inductions.
Participate in emergency response exercises, security drills, and crisis management rehearsals.
Promote a strong security culture throughout EACOP operations.
Maintain effective liaison with Government Security Forces and relevant authorities.
Interface closely with Operations, HSE, Logistics, Land & Social, Commercial, Legal, and other departments.

Qualifications

Master’s degree in public or private Security operations management.
At least 15 years of proven experience in security management and operational leadership, with exposure to QHSSE management systems in complex industrial or infrastructure environments.
Experience running large Security forces or companies in accordance with ISO 18788 (2015) and VPSHR standards.
Experience with Government Security Forces Liaison activities and ideally experience managing Port Facility Security.
Good background in people and assets protection.
Experience in Threat Analysis.
Knowledge of international Security best practices, i.e., ICoCA, ASIS International Protection of Assets, International Association of Oil & Gas Producers (IOGP) reference material, and ANSI/API STANDARD 780.
Good understanding of integrated QSSHE Management Systems and risk-based management principles.
Competence in using Security Risk Assessment tools in accordance with ISO 31010:2011, threat analysis, and risk assessment (TARA).
Knowledge and understanding of the Voluntary Principles on Security and Human Rights (VPSHR), including its reference material – UN Basic Principles on the Use of Force and Firearms by Law Enforcement Officials, and the UN Code of Conduct for Law Enforcement Officials.
Knowledge of ISO 18788:2015 and ISO 28007-1:2015.
